The Negotiating Support Team participates in the preparation of negotiating positions and is in charge of conducting negotiations on the accession of the Republic of Serbia to the European Union, in all negotiating clusters and chapters and in all phases of negotiations on the accession of the Republic of Serbia to the European Union.
The Negotiation Support Team shall carry out the tasks referred to in paragraph 1 of this point in accordance with the basis for conducting negotiations and concluding the Agreement on the Accession of the Republic of Serbia to the European Union established by the Government.
In order to carry out its tasks, the Negotiation Support Team shall communicate with the institutions of the European Union, Member States of the European Union, as well as the countries that have the status of membership candidates in the European Union.
The Negotiation Support Team consists of:
1) Minister of European Integration – Chief Negotiator and National Coordinator of the Reform Agenda of the Republic of Serbia for the period 2024–2027 in accordance with the Growth Plan for the Western Balkans;
2) Deputy Chief Negotiator;
3) State Secretary at the Ministry of European Integration;
4) State Secretary at the ministry in charge of financial affairs;
5) State Secretary or Assistant Minister at the ministry in charge of foreign affairs;
6) Head of Mission of the Republic of Serbia to the European Union – Ambassador;
7) Coordinators of the Reform Agenda;
8) Director of the Office for Kosovo and Metohija or his deputy specifically in charge of coordinating the fulfilment of the obligations in the dialogue facilitated by the European Union covered by the Negotiating Cluster – Fundamentals;
9) Assistant Minister of European Integration in charge of EU funds and development aid;
10) Representative of the Ministry of European Integration in charge of the National Programme for the Adoption of the Acquis and Coordination of the Implementation of the Stabilisation and Association Agreement – Secretary of the Negotiation Support Team;
11) other members.
The Minister of European Integration – Chief Negotiator and National Coordinator of the Reform Agenda of the Republic of Serbia for the period 2024–2027, in accordance with the Growth Plan for the Western Balkans, leads the work of the Negotiation Support Team.
The members of the Negotiation Support Team, proposed by the Chief Negotiator, shall be appointed by the Government through a special decision.
When appointing members of the Negotiation Support Team referred to in paragraph 1, sub-point 11), of this point, the issues for which the member will be responsible shall also be determined.
The Negotiation Support Team shall be accountable to the Government for its work.
The Negotiation Support Team shall participate in the work of the negotiating groups for the negotiations on the accession to the European Union and considers all acts that are relevant for the negotiations on the accession of the Republic of Serbia to the European Union.
The Negotiation Support Team shall prepare and submit to the Government reports on the state of play of negotiations after each intergovernmental conference on the accession of the Republic of Serbia to the European Union, as well as special reports, if requested by the Government.
The Chief Negotiator – Minister of European Integration, shall submit to the Government a joint report on the course and state of negotiations on the accession of the Republic of Serbia to the European Union twice a year.
The Chief Negotiator shall inform the Coordinating Body about the work of the Negotiation Support Team.
The Ministry of European Integration shall provide professional and administrative and technical support to the work of the Negotiation Support Team.
Issues relating to the organisation and functioning of the Negotiation Support Team, the decision-making procedures of the Negotiation Support Team and other procedures, as well as other issues not regulated by this Decision, shall be governed by the Rules of Procedure of the Negotiation Support Team.
The Rules of Procedure shall be adopted by the Negotiation Support Team.
The Chief Negotiator and the members of the Negotiation Support Team shall be entitled to remuneration for their work, the level of which shall be determined by a special act of the Government.
Funds for the payment of the remuneration for the work of the Chief Negotiator and members of the Negotiation Support Team shall be provided by the Ministry of European Integration.
The business trip expenses of members of the Negotiation Support Team shall be provided by the state authorities and public administration bodies in which they are employed.
The Government shall authorise the business trip of a member of the Negotiation Support Team who is not employed by the state authorities or public administration bodies.
The proposal for an act authorising the business trip of a member of the Negotiation Support Team who is not employed by the state authorities or public administration bodies shall be signed by the Chief Negotiator.
The business trip report of a member of the Negotiation Support Team, who is not employed by state authorities or public administration bodies, shall be delivered within seven days of the realisation of the business trip to the Chief Negotiator.
The business trip expenses of a member of the Negotiation Support Team who is not employed by state authorities or public administration bodies shall be provided by the Ministry of European Integration.
Technical and material support for the work of the Negotiation Support Team shall be provided by the Ministry of European Integration.
