5) Negotiating Cluster – Resources, Agriculture and Cohesion for Negotiating Chapter 11 – Agriculture and Rural Development, Chapter 12 – Food Security, Veterinary and Phytosanitary Issues, Chapter 13 – Fisheries, Chapter 22 – Regional Policy and Coordination of Structural Instruments, Chapter 33 – Financial and Budgetary Provisions comprises of the following negotiating groups:
– Negotiating Group for Chapter 11 – Agriculture and Rural Development – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group are appointed from among the representatives of the Ministry of Agriculture, Forestry and Water Management.
Members of the Negotiating Group are representatives of the following institutions and organisations: Ministry of Health; Ministry of Mining and Energy; Ministry of Finance; Ministry of Domestic and Foreign Trade; Ministry of Environmental Protection; Ministry of Economy; Ministry of European Integration; Ministry for Human and Minority Rights and Social Dialogue; Republic Geodetic Authority; Institute for Standardization of Serbia; Statistical Office of the Republic of Serbia; Intellectual Property Office; Republic Secretariat for Legislation; Public Policy Secretariat of the Republic of Serbia; Governmental Audit Office of EU Funds; General Secretariat of the Government;
– Negotiating Group for Chapter 12 – Food Safety, Veterinary and Phytosanitary Issues – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Ministry of Agriculture, Forestry and Water Management.

- Negotiating Group for Chapter 33 – Financial and Budgetary Provisions – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Ministry of Finance.
Members of the Negotiating Group are representatives of the following institutions and organisations: National Bank of Serbia; Ministry of Economy; Ministry of Public Administration and Local Self-Government; Ministry of European Integration; Statistical Office of the Republic of Serbia; Republic Secretariat for Legislation; General Secretariat of the Government;
6) Negotiating Cluster – External Relations for Negotiating Chapters 30 – External Relations and 31 Foreign, Security and Defence Policy, as well as for coordinating the fulfilment of obligations in regional cooperation covered by the Negotiating Cluster – Fundamentals comprises of the following negotiating groups:
– Negotiating Group for Chapter 30 – External Relations – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Ministry of Domestic and Foreign Trade.
Members of the Negotiating Group are representatives of the following institutions and organisations: Ministry of Foreign Affairs; Ministry of Finance; Ministry of Economy; Ministry of the Interior; Ministry of Agriculture, Forestry and Water Management; Ministry of Defence; Ministry of European Integration; Agency for Insurance and Financing of Exports of the Republic of Serbia a. d.; Road Traffic Safety Agency; Republic Secretariat for Legislation; Statistical Office of the Republic of Serbia; General Secretariat of the Government;
– Negotiating Group for Chapter 31 – Foreign, Security and Defence Policy – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Ministry of Foreign Affairs.
Members of the Negotiating Group are representatives of the following institutions and organisations: Ministry of Defence; Ministry of the Interior; Ministry of Justice; Ministry of Finance; Ministry of Science, Technological Development and Innovation; Ministry of Education; Ministry of Domestic and Foreign Trade; Ministry of Information and Telecommunications; Ministry of European Integration; Security Information Agency; Republic Secretariat for Legislation; General Secretariat of the Government;
Negotiating groups for negotiating chapters outside the subdivision into negotiating clusters shall be established:
– Negotiating Group for Chapter 34 – Institutions – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Ministry of European Integration.
Members of the Negotiating Group are representatives of the following institutions and organisations: Ministry of Foreign Affairs; Ministry of Justice; Ministry of Public Administration and Local Self-Government; Ministry of Finance; Republic Secretariat for Legislation; General Secretariat of the Government; Within the framework of the dialogue facilitated by the European Union, which is covered by the Negotiating Cluster – Fundamentals, a dedicated Negotiating Group for other issues shall be established with the aim of coordinating the fulfilment of the obligations:
The Negotiating Group for Chapter 35 – Other Issues – Chair, Deputy Chair, Secretary and Deputy Secretary of the Negotiating Group shall be appointed from among the representatives of the Office for Kosovo and Metohija, Office for the Coordination of Affairs in the Process of Negotiation with the Provisional Institutions of Self-Government in Priština and the General Secretariat of the Government.
Members of the Negotiating Group are representatives of the following institutions and organisations: Ministry of Foreign Affairs; Ministry of Finance; Ministry of Justice; Ministry of the Interior; Ministry of Defence; Ministry of Public Administration and Local Self-Government; Ministry of European Integration; Offices for Kosovo and Metohija; Office for the Coordination of Affairs in the Process of Negotiation with the Provisional Institutions of Self-Government in Priština; Commissariat for Refugees and Migration; Republic Secretariat for Legislation and the Office of the President.
The Chairs, Deputy Chairs, Secretaries and Deputy Secretaries of negotiating groups shall be appointed by the Government through a special decision.
The Chair of the negotiating group and the coordinator of the area within the Negotiating Cluster – Fundamentals shall be appointed by the Government from among the state secretaries of the relevant ministry or civil servants in office, except for the Chairs of the negotiating groups for financial services, i.e. for economic and monetary issues, who are appointed by the Government from among the management of the National Bank of Serbia.
In the event that there is a need to involve other institutions and organisations in the work of the negotiating group, the Chair of the negotiating group may invite representatives of those institutions and organisations to participate in the work of that negotiating group.
The negotiating group shall carry out tasks relating to: 1) preparing proposals for the planning of communication activities for the relevant chapters of the negotiations on accession to the European Union; 2) drafting negotiating documents for the relevant chapters of the negotiations on accession to the European Union; 3) drafting, revision and monitoring the implementation of the National Programme for the Adoption of the Acquis; 4) dividing competences for monitoring the regulations of the European Union; 5) monitoring the preparation of the national version of the acquis communautaire.
The negotiating group also performs other tasks related to the process of accession of the Republic of Serbia to the European Union.
