Under the EU Support to Integrated Territorial Development – EU INTEGRA Programme, the Standing Conference of Towns and Municipalities (SCTM) is organising two-day workshops on project proposal preparation ahead of the second Call for Proposals under the Programme's grant scheme. The Programme is funded by the European Union through the Instrument for Pre-accession Assistance (IPA III) and implemented under the auspices of the Ministry of European Integration, with SCTM and the United Nations Office for Project Services (UNOPS) as implementing partners.
The first round of workshops will take place in two cities:
• Čačak, 2–3 November 2026 – Regional Innovation Startup Centre, STP Čačak (Trg narodnog ustanka 2), starting at 10:00.
• Niš, 5–6 November 2026 – Serbian-Korean Information Access Centre, SKIP Niš (Trg kralja Milana 8), starting at 10:00.
The workshops aim to strengthen the capacities of local self-governments and their partners to develop high-quality, feasible development project proposals based on the priorities of territorial and local strategies and aligned with relevant European Union procedures.
During the two-day workshops, participants will learn how to link development priorities with project ideas, assess their relevance, and define objectives, expected results, target groups and potential partners. Particular attention will be given to planning project activities, timelines and required resources, defining indicators and developing logical framework matrix, as well as the planning and technical documentation required for the preparation of infrastructure projects.
Through interactive presentations, discussions and practical group work, participants will have the opportunity to further develop and refine their project ideas and acquire the knowledge needed to prepare project proposals in accordance with EU PRAG procedures.
The workshops are intended for representatives of local self-governments, as well as other relevant institutions and organisations involved in territorial development planning and the preparation of development projects.
